I had not thought about this, until I saw a stories from Ida Solo , talking about it. This happens especially in Asian and African countries, where children approach tourists to play and ask for a coin. The normal thing is that we give it to him, since he does not change anything and he helps them. However, it has been seen that fathers and mothers take advantage of this to send their children to ask for money instead of going to school.
